Rich content scaling - is it possible?

I have a rich content field and I can change the style of the headers and paragraphs in the Design panel for the element, but those styles then apply across all break points. If I change font size, for example, on mobile, it affects desktop and tablet too.

Am I missing something or is this a limitation?
